Note that N=48 for VS10xx LQFP48 package. You're looking at the column where N=32 (LQFP32).
D is defined in the previous page, it's distance from pin tip to pin tip across package. You have marked 8.8/.346 in MIN, meaning the minimum distance from pin tip to pin tip across package is 8.8 millimeters or 0.346 inches. For PCB design, always use the NOM (nominal) measures.
Further down you have circled "e = 0.8 / .031" but this is the wrong column. For N=48, see "e = 0.5 / .020" meaning that the pins are at 0.5 mm / 0.020 inch spacing. This is a controlling dimension, so there is no min/nom/max for this one.
So the numbers (picked from the NOMinal column for LQFP-48) mean: pin spacing is 0.5 millimeters and the chip width including pins is 9 millimeters. -Panu
