At the moment we're not considering developing Layer II encoding, because there are better alternatives for most uses.
I think the only application for Layer II encoding would be DAB (without the +). Is that your intended application?

Yes we need to use the MPEG1 Layer II in broadcast environment, for DAB and also "radio" service via DVB.
You talk about "better alternatives", could you please tell me? The solution that I've in mind is to use an uP that support linux (eg. raspberry) and use twolame library or something like that... But we would like to use an "dedicated" hardware device without having in charge all the stuffs needed by a software linux based system
